California Wildfire Insurance Tracker (2026)

California’s home-insurance market is being rewritten by AB-2901 (the Sustainable Insurance Strategy) and the Lara Plan, which require carriers to write in high-risk wildfire zones in exchange for catastrophe-modeling access. State Farm and Allstate have led non-renewal activity since 2023; the FAIR Plan (the state insurer of last resort) has grown ~3× by policy count since 2020. Track the spread between FAIR Plan filed rates and admitted-market private rates to read the depopulation curve.

Why this matters

California’s wildfire-driven insurance crisis is the other canonical state crisis besides Florida. Three threads to watch: (1) which admitted carriers re-enter the market under AB-2901, (2) FAIR Plan policy growth, and (3) the rate spread between admitted-market and non-admitted (Surplus Lines) carriers operating in high-risk ZIPs. The filings table below tracks rate changes; non-renewal and exit data is sourced from CDI press releases and supplemental filings.
